    The usage of artificial intelligence in the program of white land fees in the metropolis of Dammam​


    The Asharqia Chamber, represented by the Real Estate and Urban Development Committee, organized a workshop on Tuesday (January 31, 2023), "Dammam metropolis between the application of the first and second phases of white land fees", during which the head of the white land fee program / Ahmed bin Badr Al-Askar spoke, and it was moderated by the head of the Real Estate Committee And urban development Rashid bin Abdul Rahman Al-Qadi, where the program previously announced the application of the second phase of fees on white lands in Dammam metropolis, compatible with its application to other regions of the Kingdom.

    He stated that the program is now relying on artificial intelligence technology in analysis, exploration, and inventory of the targeted space lands of the program, to increase the speed of exploration as well as raise the level of quality and application in inventory, and the results have been confirmed, and the matching between manual and automated inventory exceeds the percentage 99%​.

    ​He stated that imposing fees on white lands contributes to increasing the supply of developed lands to achieve a balance between supply and demand, provide residential lands at reasonable prices, protect fair competition, and combat monopolistic practices. He explained that the total land area on which fees have been imposed has exceeded 550 million square meters.

    He reviewed the mechanism of imposing fees, which includes vacant lands, where - after submitting data and documents - the land is evaluated and the amount of the fee is determined, then the decision is issued and the owner is notified, noting that the annual fee amounts to 2.5% of the value of the land.

    He pointed out that the system has been applied in stages, the first stage was on undeveloped lands with an area of 10,000 square meters, located within the scope determined by the Ministry of Municipality and Housing, then the second stage, which includes developed lands of the aforementioned area or the total lands of one owner in one plan and was within The scope specified by the Ministry. The third phase includes developed lands of 5,000 square meters within the range specified by the Ministry, as well as lands belonging to one owner with an area of 10,000 square meters in one city.

    He mentioned that important results had been achieved from the implementation of the program in several regions, including Riyadh, Makkah Al-Mukarramah, Jeddah, and the metropolis of Dammam. More than 2.2 billion riyals of fee revenues have been spent on developing infrastructure and delivering services to more than 85 housing projects in the areas above.
    He concluded by saying that there are basic criteria for imposing fees on white lands that take into account the total demand for housing, and the average property price.
